Housing

Increasing the housing stock in Crescent City has been a priority for many years. On March 1, 2024, the City was awarded a Prohousing Designation from the California Department of Housing and Community Development (HCD) for our efforts in combating the national housing crisis on a local level.

While there are a number of planning documents that identify the need for new housing stock as a priority for Crescent City such as the Crescent City General Plan, 2019-2024 Del Norte County Comprehensive Economic Development Strategy, Crescent City Economic Development Strategic Action Plan, and Del Norte County CED Needs Assessment, the most relevant documentation of the need for housing is the Regional Housing Needs Assessment (RHNA) which exists in the 2022-2030 Housing Element document and the Crescent City Existing Conditions Report. As of March 2026, the number of applicants on the waiting list to receive a voucher for housing assistance was 590. The Housing Authority prioritizes the needs of our local residents and will only fill a voucher with an out of County applicant if there are no other local applicants on the list. Anyone from out of the County must be a Del Norte County resident on the program for one year before transferring out of the area with continued assistance. The Housing Market

Check out the local listings for home prices or rentals. Del Norte County has the third highest percentage (60%) of renters who are rent-burdened in California (i.e., more than 30% of income is used for housing costs). We are hopeful that with new housing stock on the horizon the prices will go down and availability will increase.

The vacancy rate for rentals in Crescent City is 1.9%. To meet rental demands and keep rental rates from rising, a vacancy rate of 5-8% is needed. California overall was 4.8% in 2020. The City needs a higher vacancy rate to make housing affordable.

Recent Housing Projects Completed and in the Pipeline

Harbor Point

The Harbor Point Apartment Project is a new affordable housing community in Crescent City designed for low-income seniors age 62 and older. It has been developed by DANCO Communities, an Arcata-based housing development team with an impressive list of many other successful projects throughout California. Located at 655 H Street, the development includes 26 units with on-site amenities including a fitness center and laundry facility. Some units have views of the ocean and lighthouse and each has a patio or balcony. There are also community spaces both inside and out. The Crescent City Housing Authority has committed 26 project-based vouchers to this project and the City also secured a $5 million dollar Competitive Permanent Local Housing Allocation (CPLHA) grant to help fund the project. All units were filled within approximately 30 days once the complex received its certificate of occupancy in late October 2025 and there were 46 applicants on the waiting list in March 2026.

Roosevelt Estates

Roosevelt Estates is a 56-unit market rate housing development located at 1405 California Street offering 2 or 3 bedroom 2-story townhomes. Each unit has a covered back porch and laundry. This project was completed in 2025 and is currently accepting applications.

Valhalla Pacific Townhomes

 Valhalla Pacific Townhomes is an established affordable housing community in Crescent City offering multi-bedroom units for individuals and families. Located at 911 Pacific Avenue, the property includes approximately 45 townhome-style units with on-site management, parking, and shared amenities. The property is currently undergoing a full rehabilitation to update the existing units and add more amenities for residents. The City has secured approximately $4.5 million in HOME Investment Partnerships Program funds and has allocated $300,000 in Low-to-Moderate Income Housing Fund (LMIHF) dollars to the project. Construction for this project will be completed in 2026 and there were 30 applicants on the waiting list in March 2026.

Battery Point Apartments

 The Battery Point Apartment Project is a large new affordable housing community in Crescent City designed to serve both seniors and families. Located at 1000 David Street, the development will include 160 units with a mix of senior and multi-bedroom family housing, along with shared amenities like community spaces, a fitness center, and outdoor areas. The Crescent City Housing Authority has contributed 70 project-based vouchers to the project. The City provided 4 opportunities for public input before construction began and the majority of the public was in full support of the project. There were 78 applicants on the waiting list for the 40 available senior units in March 2026. Construction is estimated to be completed by late 2026 or 2027.

Redwood Downtown

The Redwood Downtown Project, led by Community System Solutions, is expected to create 36 low-to-moderate high-quality apartments downtown at the corner of 3rd and J Streets. It will also include street-level retail and office space. The project will create a mix of studio, one-, and two-bedroom apartments. City staff see this project as a perfect compliment to the City's downtown revitalization goals, with the potential to not only provide more housing stock, but to help generate more foot traffic for the downtown business district. The City has contributed over $1 million towards this project with grant funding obtained through the Permanent Local Housing Allocation (PLHA) and Prohousing Incentive Program (PIP). The project will be a mixed-use, infill housing development, which also aligns with the goals of the City's Housing Element. Construction is scheduled to begin and be completed in 2027.

Elk Creek Builders

 The 14-unit townhome project proposed by Elk Creek Builders at 708 J Street in Crescent City is a market-rate, multi-family residential development designed to add higher-density housing near the downtown area. The project consists of two-story townhomes, each featuring two bedrooms and 2.5 bathrooms, with attached garages and individual driveway access to enhance privacy and functionality.  Construction is currently underway!

Constructing 100 rental apartments generates $11.7 million in local income, 161 jobs, and $2.2 million in local government revenue during construction.

What does "affordable" housing mean?

"Low-Income" Housing vs. "Affordable" Housing

There is a common misconception that "affordable" housing means housing for low-income people, yet that is not actually true. "Affordable" housing is generally defined as residential housing (rental or owner-occupied) for which the occupants pay no more than 30% of their gross income on housing costs, including utilities. Housing that exceeds this threshold is considered cost-burdened. The 30% rule is the standard benchmark used by HUD and policymakers, with variations, to ensure households have enough income for other necessities like food and healthcare. While the target population is typically low-to-moderate-income households, it covers a wide spectrum from, in some cases, extremely low-income to workforce housing.
